those are plasters. The function for them are the same as white socks. When you dance, white areas attract human eyes more and dance moves seems to be more impressing.
I think Michael was talking about why he's wearing white socks on some video. I think it was Private Home Movies. If you'll hear that you will also understand the plasters.gif)
